1.         This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Project that appeared in Development Business online on May 25, 2004 (Notice Number WB1240-633/04), print issue Number 633 of June 30, 2004 and as updated by issue no. 677, of April 30, 2006.

2.         The Republic of Macedonia has received a Loan from the International Bank for Reconstruction and Development (IBRD) in the amount of US$ 10 million equivalent toward the cost of the Health Sector Management Project and it intends to apply part of the proceeds of this loan to payments under the Contract for Procurement of Universal X-ray radiography unit for the Special Hospital for Orthopedics and Traumatology “St. Erazmo” Ohrid.

3.         The Project Coordination Unit on behalf of the Ministry of Health of the Republic of Macedonia now invites sealed bids from eligible and qualified bidders for delivery of Universal X-ray radiography unit for the Special Hospital for Orthopedics and Traumatology “St. Erazmo” Ohrid.
Delivery period is maximally forty five days after signing of the contract.

4.         Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits January 1995, revised January and August 1996, September 1997 and January 1999 and is open to all bidders from Eligible Source Countries as defined in the Guidelines that meet the following minimum qualification criteria:

·         Bidders must be able to prove financial stability and solvency by submitting their audited annual financial statements for the last three years showing average annual turnover no less than US $ 500,000.00 equivalent over the period of the last three years. 

·         Bidders (Manufacturer and the Agent if the latter submits the bid under manufacturer’s authorization as per form 6) must demonstrate that it has successfully completed at least one contract for goods offered during past three years. 

·         Bidders must provide documentary proof that they have been in their current form of business for at least three years.

·         Bidders should have at least three (3) years of similar experience in manufacturing, supplying, installing and supporting, the required equipment.

·         Bidders must provide documentary proof of the existence, or must commit themselves (to submit a Statement) to enter into an agreement with an established facility upon award of the Contract to at least one service facility within the territory of The Republic of Macedonia. This facility which shall operate directly under the authority and the responsibility of the Supplier, will be able to perform full servicing and repair of the equipment and will have at their disposal all the spare parts and consumables needed, or will be able to procure them as soon as possible in a reasonable time but no longer than three (3) months upon the written notification by the Purchaser to the Supplier. The service facility must be fully operational at the latest by the time the goods are being delivered. 

·         If an Agent submits bids on behalf of more than one manufacturer, unless each bid is accompanied by a separate Bid Form for each bid, and a bid security required for each bid and authorization from respective manufacturer, all such bids will be rejected as non-responsive.

5.         Interested eligible bidders may obtain further information from Project Coordination Unit of the Ministry of Health and inspect the Bidding Documents at the address given below from 0900 to 1500 hours during working days.

6.         A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a nonrefundable net fee US $ 150 or equivalent in Macedonian Denars (MKD), applying the median exchange rate of the National Bank of the Republic of Macedonia on the day of payment prevailing.

7.         Bids must be delivered to the address below at or before April 26, 2010, 12:00 hrs NOON Skopje Time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at April 26, 2010, 12:15 hrs Skopje Time. All bids must be accompanied by a Bid Security of not less than US $ 3,000.00 or its equivalent in a freely convertible currency or Macedonian Denars.
