Within the frames of the Health Sector Management Project (HSMP), the Ministry of Health (MOH) in cooperation with the Health Insurance Fund of Macedonia (HIFM) in 2007 initiated the Basic Benefit Package (BBP) Costing Assessment activities aiming to redefine the existing package according to the financial possibilities and citizens’ needs. The Consulting Agency (Oxford Policy Management) was hired within the HSMP Component 1, which in cooperation with the Project Coordination Unit , BBP Working Group established by the Minister and the local agency (Center for Research and Policy Creation) have adapted a costing assessment methodology, prepared questionnaires and carried out field research in the public and private health institutions.
Based on the results from the basic and supplementary Basic Benefit Package Costing Research carried out in the second half of 2007 a Methodology for regular costing assessment was designed, that should be used reflecting in the improvement of the manner of data collection and evidence of costs in Public Health Institutions (PHI), improving management of resources, efficient working and regular updating of the Basic Benefit Package covered by the HIFM. The foreign and local experts trained a group of people nominated from the MOH, PCU, HIFM and PHI on the use of the proposed methodology, whereas the comments and suggestions given will be used for the improvement of the Health Providers manual content and the adaptation of the electronically designed tool for the scenario planning and modeling.
